Abbott is ultimately responsible for the Electricity Blackouts in Texas. Let me explain. The Public Utilities Commission (PUC) has primary jurisdiction over activities conducted by the Energy Reliability Council of Texas (ERCOT). The three (3) PUC commissioners, including the chair, were appointed by Abbott. The ERCOT organization is governed by a board of 16 directors made up of independent members, consumers and representatives from each of ERCOT's electric market segments. The Technical Advisory Committee (TAC) makes policy recommendations to the ERCOT Board of Directors. The TAC is assisted by five standing subcommittees as well as numerous workgroups and task forces. The ERCOT board appoints ERCOT's officers to direct and manage ERCOT's day-to-day operations, accompanied by a team of executives and managers responsible for critical components of ERCOT's operation. The primary responsibility of ERCOT is to develop and manage plans and operations to ensure the reliable delivery of electricity to Texas residents. The Texas electrical grid operates independently. Five (5) of the 16 members of the ERCOT Board of Directors live outside of Texas. The new Chairwoman, Sally Talberg, is a former Michigan state utility regulator with 25 years of experience in energy and environmental regulatory policy. She served as a gubernatorial appointee on the Michigan Public Service Commission (MPSC) from 2013 through 2020. Talberg stills lives in Michigan. The Vice-chairman is Peter Cramton who is a Professor of Economics at the University of Cologne in Germany. Over the past several years ERCOT has sought to decrease the use of natural gas, of which Texas has an abundance, to the use of so-called “green alternatives” like wind turbines and solar panels. This is why the electricity shortages have occurred. Any changes to systems and procedures that ERCOT wants to implement must be approved by the ERCOT Board and filed with the PUC for approval prior to their implementation. It appears that the decrease in the use of natural gas and coal to produce electricity was not well thought through by Abbott and his PUC commissioners. Just last week, February 9, 2021, Republican Gov. Greg Abbott proudly accepted the Wind Leadership Award, given with gratitude by Tri Global Energy, a company getting rich from green energy. Message to Abbott: “Remember who butters your bread. Texas is the leading producer of oil and natural gas, accounting for 40 percent of U.S. oil production and 25 percent of the nation’s natural gas production.” Abbott caused the electrical outages through inattention to our electrical grid, an act of omission. This has adversely affected the lives of millions of Texans. The people Abbott appointed to the PUC failed him. He should look in the mirror and accept responsibility for his error and then get the right people to fix it. Over the past year, Abbott has already caused severe damage to the lives of millions of Texans and to hundreds of thousands of Texas’ businesses because of his foolish, unconstitutional executive orders during the coronavirus Scamdemic. Abbott took the bait from Bill Gates and Fauci, et. al., hook line and sinker. This was an intentional act of commission. Abbott has been an unmitigated disaster. He violated the Texas and U.S. Constitutions willfully and played the fool as a tin-pot dictator. He never called the Texas Legislature into special session, but just ruled by executive fiat.
